TMS320F28035: F28035 VDD and VDDIO

I am reading the datasheet for the F28035 for the VDD and VDDIO. It says that the core and the IO can be powered from different levels and that there is an internal linear regulator that creates the voltage for the CPU (VDD) from the VDDIO. If we use the internal VREG (enabled by VREGENZ pulled low), then what voltages do we need to supply pins VDD and VDDIO? If we do not use the internal VREG, then what voltages do we need to supply pins VDD and VDDIO?

Can they be the same voltage of 3.3V? I would like to have the IO run at 3.3V

Can I get some clarification on this as section 5.3 and 6.5 are not quite clear to me.
