GPIO pins on DVDD_M seem to not work properly

I have noticed on pins W2 and V1 I can not control the GPIO1[9] or GPIO1[8].  I have double check the pin mux  values and they are correct.  Is there a know problem with controlling these gpios on the TI8148?  I have not tried GPIO1[7] and GPIO1[10], but they are also powered from DVDD_M (1.8v).  All my other GPIOS I have tried work properly (all at 3.3v).
