Vin and Vbias are both measured at 3.3 volts. The ON pin gets 3.3 volts as well. GND pin is connected to ground. A 1 uF capacitor is connected between Vin and ground. I expect Vout to be around 3.3 volts, but instead it gives a low voltage (~0.7 volts). The circuit is like the example below:
