INA188: The output voltage is lower than the input voltage. Also the signal is inverted.

I use amplifier for very low input voltage values. I work with a range from 0.4 to 20 mV. Gain = 1. I use an amplifier for amplify the current. At the lowest voltages from 0.4 to 3 mV, I see output signal is inverted. The output signal voltage is less than the input value 20 ..... 40%. After increasing the input voltage to 3 mV, the output signal becomes equal to the input signal and the inversion disappears. At the same place AMP04F from Analog Device works fine. I read the previous trades on this amplifier and understood the problems are associated with floating inputs. Tell me how to achieve the correct waveform at the output.
