CC3220SF-LAUNCHXL: Custom PCB unable to connect to Uniflash via Launchpad XDS110 UART

Hello,

I currently have a custom designed PCB based on the CC3220SF-LAUNCHXL files and I cannot get it to communicate the Uniflash. I have UART TX and RX along with the Reset connected and I made sure that the UART wires were properly connected. I also went down the following power pin checklist and found there to be no issues: 

VIN_IO1   -> 3.3V

VIN_IO2   -> 3.3V

VIN_DCDC_DIG  -> 3.3V

VIN_DCDC_PA    -> 3.3V

VIN_DCDC_ANA   -> 3.3V

DCDC_ANA_SW   -> 1.9V

VDD_ANA1    ->   1.9V

LDO_IN1       ->    1.9V

LDO_IN2       ->    1.9V

DCDC_PA_OUT    ->  0V

VDD_PA_IN     ->   0V

DCDC_DIG_SW   ->  1.2V

VDD_DIG1   ->   1.2V

VDD_DIG2   ->   1.2V

DCDC_ANA2_SW_P   ->  1.6V

DCDC_ANA2_SW_N  ->  1.6V

VDD_ANA2  ->   3.2V

VDD_RAN   ->    1.2V

VDD_PLL    ->     0V

I checked by 40 MHz oscillator as well and that yielded the same readings as the one on the launchpad (10MHz at each capacitor beside the crystal). I also followed the hardware design checklist when making my board and have not left out a single point on it. Lastly, when examining the UART with a logic analyzer, the reset pin is toggled and then there proceeds to be no communication between the XDS110 and my board. The UART Rx pin is pulled low while Uniflash is trying to connect and returns high after the connect attempt fails. I've had some issues with the SOP pins but included test points so I've simply pulled them to the values I want using these. I am currently trying the use UARTLOAD mode (SOP: 1 0 0). Included below is a screenshot of my Altium schematic, I can provide higher resolution or areas of detail upon request. Any help would be greatly appreciated because I'm not sure where else to be looking for an issue. Thank you!
