CC3220: Is there a way to set a timezone such that the localtime function returns the correct time with offset?

Wondering if there is a way to set the timezone on the CC3220 to allow the localtime function to return the correct local time?

Also, is there any way for the device to handle daylight savings events? (I am assuming no, given how large/annoying daylight savings rules are)
