cc2538: APSME_TransportKeyReq return 0xa1

we use cc2538 as znp coordinator, there was a problem when coordinator sent key to joining device. the function "APSME_TransportKeyReq" return error code 0xA1 (ZSecNoKey) , have someone know the reason?
