TMS320C6657: Flash utility and data format

I am trying to boot the c6657 from NOR flash (EMIF16) in a custom developed board. The first step is to convert the .out file into .bin file to be loaded into flash.

1. Which utility to be used to convert from .out to .bin? 

2. The flash is 16 bit interface, what should be the bit/byte ordering of the data ?
