CCS/AM3352: CCS JTAG Test Connection 'stops'

I'm having trouble setting up to use the USB560 JTAG Emulator on a new PC.  When I try to launch the target configuration it gets up to "Initializing: IcePick_D_0 (Cannot be cancelled)" and keeps spinning on that never completing.

Next I tried using the "Test Connection" button from the .CCXML file which starts up and prints out the log shown at the end of this post.  The last thing printed is "This utility will load the program 'bh560ubp.out'." but nothing after that after waiting for several minutes.  When I try running the dbgjtag.exe program from a command prompt window with the same set of command line switches that CCS uses, I get the same result, but I can at least Ctrl-C in order to get dbgjtag to finish and return to a command prompt.

The device driver seem to be OK.  When I plug (unplug) the device the Blackhawk device shows up (disappears) appropriately.  In the Blackhawk control panel, the emulator shows up as USB560M JTAG emulator and I see what appear to be valid PnP Device ID, Parent Device, Serial Number, Board Type, and Firmware Revision.  The only one that looks questionable is Hardware Revision which shows up as "??-6512-1140-C866, SPI24".

This emulator has worked recently on another PC (no longer available) and even worked once today on the PC I'm trying to get it going on.  Once I run the "Test Connection" the USB Led on the emulator changes from green to red and stays red until I unplug/plug the USB cable.  I've also tried this on yet another PC and get the same unfortunate results.  Lastly, I've gone through several of the JTAG debug tutorials that show up on Google searches and TI website searches.  Running CCS V7.1.  Any help would be appreciated.
