The TLV3701 datasheet does not report information on the typical ESD protection characteristics (voltage and current).
Since the TLV3701 is a very low power device I'm not sure which ESD diode structure is used.
Can you share any typical value for the internal ESD diodes on the inputs and voltage rails (typ. current and voltage droop).
In case the TLV3701 is protected by a diode on the power supply that can leak a current up to 500uA once reversed polarized, do you see any problem for the TLV3701?
Personally I don't think that any transistor can be activated by the small voltage out of the reverse polarized diode. so it should not get damaged.
The reverse voltage event is an unlucky event but the system should not get "burned".
