CC2640R2F: Is BLE5-STACK connectable to the BT4.2 device?

I have two questions.

Is BLE5-STACK connectable to the BT4.2 device?

If possible, can CC2640R2F be used as follows?

CC2640R2F connects to the target corresponding to BT 5.0 in long range mode and acquires data from the target,

then connects to the smartphone supporting BT 4.2 and check the data acquired from the target on the smartphone
