TM4C129XNCZAD: Can't connect to target through JTAG

Hi,

I have a problem in programming the MCU TM4C129XNCZAD using the JTAG port. I have designed a custom board that includes this MCU which is connected to the 10-pin JTAG connector to be used for programming and debugging. I have tried to program the MCU using the TI XDS100v2 debugger and I got this message when I am trying to connect to target:

Error connecting to the target:
(Error -1170 @ 0x0)
Unable to access the DAP. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK).

The verification of the XDS100v2 debug port passes successfully which means the JTAG internal registers inside the MCU can be written and read successfully.

I have also tried to program the MCU through the TI Stellaris In-Circuit Debug Interface (ICDI) from the TI EK-TM4C1294XL and also it fails to connect to the target.

After some search, some people suggested that JTAG locking may cause this problem. So, I tried to unlock the JTAG using LM Flash Programmer and the ICDI, but the problem still occurs.

Does anyone know the reason for this problem or has a suggestion to debug this issue?
