BQ24040: May we know what BQ24040 will operation when Vin is 1.1~3.3V?

Hi Sir 

May we know what BQ24040 will operation when Vin is 1.1~3.3V?

As i understanding, The BQ24040 should be can not turn on(because Vin minimum is 3.5V), charger function off, Vout off, am i right?
