PLL adjustment causing failure

Hi,

  I am trying to re-configure the pll on the 6748 from 100MHz to 1MHz.  I have used the .gel file for the 6748 which has configured the 6748 to 100MHz before my program has even started.  I have followed the steps from the tech. ref. doc. section 7.2.2.3 titled "Changing PLL Multiplier".  I verified that my values are correctly being seen in the registers.  When I get to the last step which is re-enabling the PLL, I get a power failure on target CPU.  Attached is my pll modify code.
