TRF7970 hardware design

Hi,

I am working on RFID reader design for that i am duplicating the TRF7970 EVM modules hardware schematic. But the problem i have faced is after design the same kind of PCB the ckt not worked. Hence I checked the testing points and i found out that at crystal i am not getting any frequency. What could be the possible defect in the design?
