DRV8880EVM: Options -> serial port is disabled and program won't connect to cloud agent

Part Number: DRV8880EVM

I have a DRV8880EVM connected to my Windows 10 64 bit laptop by USB. I installed the CDM drivers choosing Windows XP SP2 compatibility as instructed in the user manual, and installed the EVM software and GUI Composer runtime. When I open the program, it says "connecting to TI cloud agent" at the bottom and the progress bar goes all the way to the right, but then it stops and just says that continuously. Options->serial port is disabled, so I can't connect to my EVM board.

From looking at the code in the DRV8880EVM Windows software, it seems that it disables the Options->Serial port button when it can't connect to the cloud agent. I'm not sure why that would be necessary, but I installed the cloud agent anyways (via Firefox, both the browser extension and the Windows software per TI's instructions) but it made no difference.

I restarted my PC and the issue persisted. I have also tried various combinations like uninstalling and reinstalling in different orders, plugging in the board before/after opening the software, using a different computer, and all give the same behavior shown below. Other engineers at my company have it working, but they all are saying they've done the same steps as me.
