LM7705: Guard band of the 4mV ripple relative to Vout

When looking at section 6.6 of the data sheet regarding min and max for Vout, I would like to know if these numbers are already guard banded accounting for the 4mV typical ripple?  If they account for the ripple; then can you confirm the Vout min and max numbers are the absolute limits when using the part under the same conditions as specified in the data sheet.
