CCS/CC3220: CC3220MODSF

Hi all, I have a custom board based on the launchpad schematic.  I can connect to the internal flash via SPI, but I cannot connect via jtag.  I have SOP configured as 010 -- ie. SOP 1 is high.  According to the data sheet:

"Supports Flash and SRAM load through UART and functional mode. The MCU bootloader tries to detect a UART break on UART receive line. If the break signal is present, the device enters the UARTLOAD mode, otherwise, the device enters the functional mode. TDI, TMS, TCK, and TDO are available for debugger connection."

I am using the XDS110USB debug probe from the launchpad (by removing the jtag jumpers and connecting to my board via a ribbon cable).

However, both CCS and uniflash give me the following generic error:

[ERROR] IcePick_C: Error connecting to the target: (Error -2131 @ 0x0) Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK). (Emulation package 8.0.27.9)

My question is, do I need to do something to provision or configure the CC3220SF module?  It's not clear whether the device comes with a "gang" image or not.
