Multiple USB Bulk Devices (slaves) connected to one PC(host)

I have a DK-LM3S9B96 evaluation board (two actually) configured as a USB bulk device.  I have a PC app that uses lmusbdll to communicate.  Everything works fine.

What I need to do is to be able to have multiple bulk devices (eval boards at this point) connected to my PC and communicate with them individually.  Both of my eval boards are running the same code and use the same driver.  Just by looking at the functions available through lmusbdll, I thought it would be as simple as using InitializeDeviceByIndex and passing in a proper index.  I assumed that they would just be assigned an index in the order they arrived on the bus...?  This doesn't seem to be the case.

What needs to be done to communicate with multiple devices of the same type?
