Battery gauge solution for replaceable battery?

Hello,

I currently have to design a circuit to measure the approximate charge of a battery in a system.

Given are only the Battery Type (Lithium, 3.6V, 3000mAh). The device has a replaceable battery just like a device that operates on AA Batteries for example. Our battery is a special form (18500) and the standart product is a non rechargeable battery (one time use). Yet the user has the choice to use either the non-rechargeable or buy a rechargeable battery to use with the device.

Since the battery can be removed, a standart battery gauge (host side) can't be used.  If the battery is empty, the user can either insert a fully new (99% charge) or particially discharged battery (say 50%), since we can't predict or restrict that.

In the circuit, i need to measure the state of charge from the battery in a approximate way, which means i don't need like 78%, 82% etc. A indication of 5/10%,25%,50%,75%,100% would be fine too.

Is there any TI Part that can deal with this task? If yes, which one you suggest?
