I have a setting to disable the IRQ and FIQ of user mode of CPSR register.
Then, usb_ctrl1 register of cm_pwrdn (bit0) and otg_pwrdn (bit1) was no longer write.
why not?

If I disable IRQ and FIQ at CPSR of user mode, why I can not write the usb_ctrl1 register?
