error: "csi fifo overflow" when encoding 1080p15 stream coming from main camera and 720p30 stream coming from second camera at same time

Our custom board uses OMAP4470 as main processor. An external ISP is connecting to CSIA which outputs 1080p30 YUV422 format image. While a HDMI to CSI bridge is connecting to CSIB which output 720p60 YUV422 images.  

CSI FIFO OVERFLOW error is found when encoding main camera video to 1080p15 H264 stream and encoding second camera to 720p30 to H264 stream at same time. When the error happened, CSI will receive a composed frame(the frame is composed by two frames in top/bottom pattern) which is critical issue to us.
