access to the port is denied

hello everyone ! 

i m a university student trying to work on TMS320C2000 tools with HVMTRPFCKIT and a PMSM motor. 

following the steps as they are, when ever i try to connect the board to my laptop (win 7 64 bit), it displays an error message and the GUI gets hanged. the message says "ACCESS TO THE PORT IS DENIED". 

i have tried to make the system work on win xp sp3 32 bit but all in vain ! same error message is displayed ... 

kindly help me solve this bug so that i may be able to get the board working properly.
