Cant Bootup UBL.hex file in any location other than starting location(0x00000) of SPI flash W25Q64JV.

     In ubl Project I modified starting location of bootloader as 0x20000 in cmd file.But while flashing ubl.hex it is not booting up. If i change the location it is  booting up.what is the reason??
