UCD3028: I2C lines impedance when the chip is off (no input bias supply, Vcc, present)

Hi,

If the controller UCD3028x is off (input bias supply, VCC, is not present),  wouldn't the I2C lines / pins (SCL, SDA) are in high impedance or open-drain?  I read the datasheets in the attached web link below and could see any info for it....
