Connecting C6713 to a switch board

Hello,

I would like to recieve a push in the correct direction on how to do this:

connecting the C6713 to a switch board where the C6713 will send signals ex: 00,01,10,11 and depending on the signal it will turn a different a switch on the board on. 

I also have a TI launchpad, would that help?

Not sure how to achieve this, but the J3 is being used by a DaughterCard. 

I got no idea how to go about doing this, but a push in the correct direction would help me a lot!
