[CC13xx] Implemented workaround (for the Sub-1 GHz band) to solve errata issue where radio stops responding for a period after a long time in RX (SRFSTUDIO-1056).

The words "radio stop responding" looked like my customer problem.

My customer test was like:

• Set the CC1310 in continuous RX.
• Give RF packet and stop.
• No RF packets given for 11 minutes *****.
• Give an RF packet again >>> The packet is not flagged to its host.

I could not duplicate that today, therefore "SRFSTUDIO-1056" detail would be highly appreciated to progress.
